Douglas C. (Doug) Melvin, President of DACCAssociates, has over 20 years of professional security experience providing a wide range of security services worldwide for the U.S. Government, foreign governments, private corporations, the United Nations, and non-governmental organizations. Mr. Melvin has served in executive level security positions for the Executive Office of President (White House), Department of Defense, U.S. State Department, and the Department of Homeland Security. Mr. Melvin has extensive professional security experience and has been recognized as an expert in physical security, counter-terrorism, crisis management, executive protection, and investigations. He has applied these skills to the benefit of clients worldwide in conducting Threat and Risk Assessments, Needs Analysis, Security Design and CPTED (Crime Prevention Through Environmental Design), and Security Planning and Management. Unique to the security profession, Mr. Melvin has applied the principles of “Six Sigma” process improvement concepts to greatly improve the effectiveness and efficiency of security programs for corporations, governments, and other private sector organizations while greatly reducing overall annual security costs for his clients. Mr. Melvin has an extensive professional security career that has been based upon providing the highest standards of customer service.

Mr. Melvin served as the Federal Security Director for the State of Idaho, U.S. Department of Homeland Security (DHS), Transportation Security Administration (TSA). In this position he directed all federal resources providing security for six airports in Idaho and coordinated and assisted state and local government officials in the protection and continued operation of critical transportation sectors throughout the state. While serving in this position Mr. Melvin was appointed by the Governor of Idaho to serve as a ranking member and Co-chair on the Executive Council for Statewide Inter-operability.

Mr. Melvin was appointed to the position of Federal Security Director for Idaho while serving as the Department of Homeland Security Country Director for Iraq. Mr. Melvin was selected for this position by President Bush, Secretary Ridge, and Deputy Secretary Loy. He was charged with establishing the DHS Mission in Iraq and directed the contribution to the Iraq mission of the 22agencies that comprise the Department of Homeland Security. Mr. Melvin was a senior advisor to the Iraqi government on border security, aviation, counter-terrorism, transportation security, and critical infrastructure protection. While serving in Iraq, he coordinated and directed Iraqi and coalition groups in developing and implementing training programs and operations designed to improve Iraq’s capacity to provide for its internal security. For one year in Baghdad, Mr. Melvin served as a member of Ambassador Negroponte’s senior core staff. While serving in this position, Mr. Melvin received letters of appreciation from the Prime Minister and Senior Coalition Military Commanders.

Prior to coming to DHS, Mr. Melvin served as Director of Security and Administrative Services within the Executive Office of the President (July 2001 – December 2003). Mr. Melvin was credited with: establishing the first full-service security office within the Executive Office of the President; greatly improving the physical security of the complex; greatly improving customer service and access; and establishing a common-sense approach to security that was highly successful and cost-effective. Mr. Melvin was responsible for all overseas security operations and administrative functions associated with the Office of the U.S. Trade Representative. As part of these duties, he was requested to direct security, logistics, and administrative operations for three World Trade Organization Ministerial Conferences. While serving in this position, Mr. Melvin conducted in-depth security operations in high-risk environments worldwide. In each of these situations, Mr. Melvin was credited with developing and implementing highly successful and cost effective solutions to the most complex security challenges.

Appointed to this position in July 2001, Mr. Melvin developed and implemented emergency response procedures that allowed for the successful evacuation of White House staff during the September 11, 2001 terrorist attacks. For this accomplishment, Mr. Melvin received a Distinguished Service Award from President Bush.

Prior to his position with the Executive Office of the President, Mr. Melvin served in the State Department in the Security Office for the United States Agency for International Development. There he oversaw the consolidation of the Agency into the newly constructed Ronald Reagan Building in Washington, DC. Mr.Melvin was responsible for establishing all security features, systems, and protocols for that building. He spearheaded several interagency working groups and coalitions to streamline building security operations, and helped coordinate collaborative efforts among diverse law-enforcement agencies. Mr.Melvin was also responsible for managing security operations for 78 overseas locations and working with their respective governments on internal security matters.

From 1985 to 1997, Mr. Melvin served in the U.S. Army, first as a Military Police Officer, then as a Special Forces Commander. He led Special Forces "A" Teams conducting sensitive security missions in foreign internal defense, counter-terrorism, and peacekeeping as a U.S. Army Green Beret. Mr. Melvin earned awards and commendations to include the United Nations Medal, Army Commendation Medals, Army Achievement Medals, and a Joint Services award for service to U.S. Navy Seal Teams in support of national strategic objectives.

Doug Melvin currently resides in Boise, Idaho and holds an M.A. in Security Management from Webster University and a B.S. in Accounting from Villanova University.
