• Foreign government support DACC Associates works with senior foreign government officials to help prioritize complex security needs and to develop coordinated solutions to meet security challenges. DACC provides expertise in researching security equipment options, designing site and facility security plans for key locations, and negotiating purchase of equipment and services. When advantageous DACC works across government entities, promoting coordination and cooperation among officials. Specific accomplishments include:
• Pakistan Counterinsurgency and Capabilities Fund In 2009 and 2010 DACC Associates developed and wrote the submission for PCCF grant funding from the US government. This involved a full analysis of security needs; development of consensus on priorities; research and comparison of solution options, and production of a comprehensive grant application.
• Information Security In 2008 and 2009, DACC advised the government of Pakistan on the protection of classified, proprietary, and sensitive security information. This project resulted in enhancement of information protection nationwide.
• Procurement procedures for security equipment In 2009 and 2010, DACC assisted senior officials in Iraq (2009) and Afghanistan (2010) to develop better systems for the identification, selection, and procurement processing of security equipment and technologies.
• Aviation Security – DHS, Iraq DACC Associates President Doug Melvin overhauled airport security for the Baghdad airport in the critical 2004/2005 period of transition back toward Iraqi control after the Iraq war. He worked with US and coalition military and Iraqi officials to draft and implement new policies and procedures governing airlines, government and military travel, passenger services, and public access. Mr Melvin’s accomplishment were praised by General David Petraeus and by Iraqi leaders. Mr Melvin also has extensive domestic experience working with the US Transportation Security Administration. He initiated new administrative and screening methods which allowed consolidation of operations, and effective passenger screening at lower cost and with greater throughput.
• Security Office for Executive Office of the President
DACC Associates founder Doug Melvin established the first full-service security office for the Executive Office of the President, a White House facility that serves the US Trade Representative, NSC, and other officials. Mr Melvin established new policies and procedures, developed standards for securing data and intelligence, and developed training programs for White House staff and cabinet officials. Notably, Mr Melvin developed then educated White House staff on new evacuation procedures, which were successfully implemented a short time later on September 11, 2001. Mr Melvin was subsequently awarded a Special Service Award from President George W. Bush.
