SECURITY TRAINING• Security training of senior US federal officials In the aftermath of the September 2001 terror attacks, new federal standards mandated that government officials embarking on international travel undergo security training. DACC Associates President Doug Melvin developed a comprehensive training program to meet this requirement. The training program included personal security, international security protocols, and travel safety and awareness. Mr Melvin oversaw the training of over 200 federal personnel, including cabinet level officials.
• Border security in Iraq and Pakistan DACC Associates President Doug Melvin advised Iraqi, US, and coalition officials during 2004/2005, a critical period of transition back to Iraqi control. Mr Melvin designed and implemented new systems for border security to help safeguard the Syria/Iraq border area. He established and trained ‘border support teams’ of Iraqi and US security forces in critical border areas. These BSTs vastly improved border security through better communications, entry protocols, and training. The success of the BST program was lauded by the US Ambassador and by General David Petraeus. Petraeus Commendation Letter At the request of the Interior Minister of Pakistan, DACC Associates adapted the BST program for Pakistan’s contentious border areas. Working closely with Pakistani security officials, Mr Melvin trained border officials, then developed training programs to educate personnel on the implementation of the program. This program has resulted in safer border areas and increased border crossing efficiency, without cost increases..
• Overhaul of guard force protocols for US Health and Human Services In 2008 DACC was contracted to review and revamp as necessary the guard force procedures for the US Department of Health and Human Services. DACC reviewed the security profile of the headquarters facility and ancillary factilities in Northern Virginia, Maryland, and the District of Columbia. Findings led DACC to recommend and then execute major security procedure upgrades including rewriting guard post orders for 75 post stations, designing and conducting specialized equipment training for guard force members, and rewriting key policies and procedures regarding guard force management and facility security.
